Joomla isn’t really designed to be deployed as a hosted solution similar to WordPress.com. You will find a few free hosts that will let you install Joomla yourself but the limitations you will run into are hardly worth it.
Check out freejoomlas.com they offer exactly what you’re looking for. You could also get any free hosting package that either has Cpanel+Fantastico (one click installer for Joomla) or FTP, PHP, and SQL support (so you can upload and configure a Joomla installation yourself.
