where can u host a Joomla site from for free?

I don’t need paid hosting, it is purely for practise purposes hence minimal traffic and use. thanks

I’m going to assume you meant to say “from home”

the answer is yes. Look into setting up a LAMP or WAMP server. There are plenty of software packages that make it easy, just google for them.
